Dear ICCCASU Participants and Members, 

As we gear up for the International Conference on Canadian, Chinese and African Sustainable Urbanization (ICCCASU) 5, we are making a slight adjustment to the participation procedure. Participants are only required to pay a deposit, which is refundable in the event that your abstract is not accepted. Even though participating in ICCCASU 5 without membership is possible, to join the conference, all participants must pay the registration fee.

ICCCASU Network Membership 

In 2014, the International Conference on Canadian, Chinese and African Sustainable Urbanization (ICCCASU) emerged as a joint initiative between The United Nations Human Settlements Programme (UN-Habitat) and the University of Ottawa. The organization has since grown to include several Canadian universities including the University of Ottawa, Carleton University and McGill University, as well as several Chinese and African universities and NGOs. As an international think-tank, ICCCASU brings together researchers, academics, and representatives from government and industry for in-depth discussions on cities and urbanization to promote the dissemination and implementation of UN 2030 SDGs and the New Urban Agenda adopted in 2016. Moving beyond the traditional practices of North-South or South-South cooperation, ICCCASU fosters an international triangular dialogue among African countries, Canada, and China, which together account for over 30% of the world’s urban population.

Category of Membership: 

In order to better connect with each of ICCCASU participant and offer a range of various activities to the participants, from this year, we will request all participants to become official members of the ICCCASU network. The ICCCASU network membership period is valid from the date of the membership payment for 2 years, before the ICCCASU 6 conference in 2025.

Benefits of Membership: 

  1. The ICCCASU conference, with free registration for members, is an opportunity for politicians, policymakers, scholars, practitioners, students around the world to meet, network, and share research and best practices on sustainable urbanization. The next ICCCASU5 conference, titled “Financing African Cities: Infrastructure, Projects, Land Management and Market” will be hosted in Nairobi, Kenya (hybrid) on December 10-17, 2023. We welcome all ICCCASU members to submit abstracts and present at the conference. 
  2. Publish your original scientific or policy papers, such as academic research, comparative and applied research, and case studies, etc. in our Springer book series “City Development: Issues and Best Practices” and our upcoming ICCCASU online journal (for the details, please visit at https://icccasu2021.org/springer-book-series/). The first book of ICCCASU’s Springer book series, titled “Cities in an Era of Cascading Risks: New Insights from the Ground,” has been reviewed and approved by the publisher and is in press. The second book, “Making Sense of Planning and Development for the post-pandemic Cities” is currently open for manuscript submissions. 
  3. Free access to ICCCASU training workshops and/or ICCCASU TALKs (as the lectures). Each year, ICCCASU hosts several hybrid workshops with experts around the world to share and exchange experiences, challenges, and opportunities from Canada, China, Africa, and other regions of the world. In 2022, ICCCASU has hosted two important workshops. The ICCCASU workshop at the 11th World Urban Forum in July 2022 in Katowice, Poland, was titled “Urban Transformation in Socialist and Post-Socialist Countries in Response to the Pandemic: Lessons Learned”. To celebrate World Cities Day, and in collaboration with the Ministry of Urbanism and Housing of Democratic Republic of Congo (DRC) and UN-Habitat, ICCCASU organized a two-day training workshop on affordable housing in Ottawa and Kinshasa simultaneously in a hybrid format. 
  4. Unlimited online access to ICCCASU publications. ICCCASU produced a series of reports for each conference and workshop (ICCCASU Reports 2015, 2017, 2018, 2020), including a study for Global Affairs Canada entitled “Recommendations on Areas of Possible Collaboration between Canada and China in Africa”. These publications have become important references for industry professionals and policy makers working in sustainable urban development across the globe. 
  5. Free subscriptions to news and updates that are of relevance to participants via the ICCCASU Newsletter. In the newsletter, we provide links to important speeches, reports, books, news, statistics, and opinion, and updates upcoming events, trainings, and conferences, etc. 
  6. Limited travel grants for young researchers and graduate students from African countries to present papers at ICCCASU conferences, workshops, and ICCASU talks. To be eligible for a grant to the ICCCASU activities, one must be a member for both the year of application and the previous year.
  7. Information on abundant publications and research projects on urban development across academic, private, public, and non-profit sectors, and access to ICCCASU working groups, which bring together researchers with specialized interests. These groups often host themed conference sessions and provide research funding support.
  8. Valuable information on jobs in various fields related to urban development, preparing for interviews, early career faculty, networking, career planning, communication, and more.

Financing African Cities:
Infrastructure, Land Management and Markets

Africa will experience the highest worldwide urbanization rate and largest absolute contribution to the urban world in the next decades, given that population growth in this region is the world’s fastest but the region lags behind the world average urbanization rate (44%). Across this vast continent there are large variations in demography, city forms, building systems, land and building tenure and urban economies, yet some advantages and challenges are common: urbanization that takes the form of sustainable cities that can become the motor for national economies. Such a transition is crucial for the development of self-sufficient societies and preservation of Africa’s rich natural habitats.

The 5th ICCCASU conference takes up these challenging themes in looking forward to the systems that make these advances possible. The conventional and innovative systems for finance and development should be discussed as they hold promise for the successful development of cities. Numerous programs (ex. The Agenda 2063: The Africa We Want; Belt and Road Initiative-BRI, etc.) are already in place and show results, sponsored by many development “partners” from China, Canada, and other countries in the world. Their initiatives, including both their successes and challenges, need to be reviewed to see how they could be generalized or adapted between cases and across African countries. There are several innovations in city-building in Africa that also deserve to be highlighted. Other urban development innovations, in China, Latin America and elsewhere, are invited to the conference so that a rich field of possibilities can be considered for the African context.

Ultimately, our ambitious aim is to host this forum for the investigation of practical, feasible and proven ways toward an African urban future consisting of sustainable, productive, and equitable cities. ICCCASU’s broad international reach is necessary to reach this goal. The approaches taken to these topics can be theory-based, case-based, technically oriented or focus attention on the social context in which changes take place.

The organizing committee of the ICCCASU hereby calls for contributions in the form of individual scientific or policy papers to be presented in either English or French. Submissions are welcome in (but not limited to) the following thematic areas:

A. Alternative models of urban financing
  • Studies of past, current and projected investments in city-building
  • Financing urban infrastructure through BOOT, concessions, PPP, debt financing and other instruments 
  • Urban design models for cultural diversity, ecological adaptation and geographical sensitivity
  • Transport innovations for attaining the UN’s SDGs
  • National infrastructure projects in support of city development
  • Social business in sustainable infrastructure development 
  • Role of sustainable business in urban development; Challenges of biomass and alternative energy and Sustainable building systems

For active participants, we warmly invite an abstract of 250 words to be submitted at http://icccasu2023.org/ by April 30, 2023. All abstracts will be submitted to the scientific committee for peer review. Upon acceptance, presenters may prepare a complete paper for consideration for publication in our Springer book series City Development: Issues and Best Practices and our upcoming ICCCASU online journal (for the details, please visit at https://icccasu2021.org/springer-book-series/).

L'Afrique connaîtra le taux d'urbanisation le plus élevé dans le monde et la plus grande contribution absolue du monde urbain au cours des prochaines décennies, étant donné que la croissance démographique dans cette région est la plus rapide du monde, mais la région est en retard par rapport au taux d'urbanisation moyen mondial (44%). À travers ce vaste continent, il existe de grandes variations sur le plan démographique, les formes de villes, les systèmes de construction, les régimes fonciers et immobiliers et les économies urbaines, mais certains avantages et défis sont communs : l'urbanisation qui prend la forme de villes durables qui peuvent devenir le moteur des économies nationales. Une telle transition est cruciale pour le développement de sociétés autosuffisantes et la préservation des riches habitats naturels de l'Afrique.

La 5e conférence de l'ICCCASU aborde ces thèmes difficiles en se penchant sur les systèmes qui rendent ces avancées possibles. Les systèmes conventionnels et innovants de financement et de développement doivent être discutés car ils sont prometteurs pour le développement réussi des villes. De nombreux programmes (ex. L'Agenda 2063 : L'Afrique que nous voulons ; une courroie et une initiative routière-BRI, etc.) sont déjà mise en place et donnent des résultats, parrainés par de nombreux « partenaires » du développement de Chine, du Canada et d'autres pays dans le monde . Leurs initiatives, y compris leurs succès et leurs défis, doivent être examinées pour voir comment elles pourraient être généralisées ou adaptées entre les cas et dans les pays africains. Il existe plusieurs innovations dans la construction de villes en Afrique qui méritent également d'être soulignées. D'autres innovations en matière de développement urbain, en Chine, en Amérique latine et ailleurs, sont invitées à la conférence afin qu'un riche champ des possibles puisse être envisagé pour le contexte africain.

En fin de compte, notre objectif ambitieux est d'accueillir ce forum pour la recherche de moyens pratiques, réalisables et éprouvés vers un avenir urbain africain composé de villes durables, productives et équitables. La large portée internationale de l'ICCCASU est nécessaire pour atteindre cet objectif.
